Edwin Samuel Montagu

Lord Edwin Samuel Montagu (1879–1924) was a British Liberal politician who served in several senior government roles, including Secretary of State for India from 1917 to 1922. Born into a prominent Anglo‑Jewish family, he was one of the first practising Jews in the British Cabinet and played a key role in the Montagu–Chelmsford Reforms leading to the Government of India Act 1919. Montagu is historically notable for his explicit opposition to political Zionism and to the Balfour Declaration while serving in government. In his private memorandum and in statements recorded in his Jewish communal biography, he rejected the idea of a Jewish nation and warned that designating Palestine as a Jewish national home would prompt other states to expel their Jewish citizens and displace Palestine’s existing inhabitants. His stance represents an early, well‑documented case of Jewish anti‑Zionist dissent within high‑level British policymaking.
